Deckscom helps Shanghai mobile’s video base OTT TV business quality assurance
In November 2013, Shanghai Mobile Video Base officially purchased the EVA video quality monitoring system of Decos Communications to guarantee the video quality of its new OTV (Operational OTT based TV) Internet TV service system. In this project, the EVA IPTV & OTT test solution will passively monitor the MPEG-TS over TCP or HLS adaptive bitstream of each OTT TV licensee’s input, and sample the HLS live and VOD video streams at the CDN exit and user access side. Because the OTV video signal of Shanghai Mobile Video Base needs a lot of links (including the program source of the licensee, video transcoding equipment of many manufacturers, IP backbone network, broadband access network of each province and city, etc.) to reach the OTT STB of the end user, the problem of any one link may lead to the quality of OTV video. Volume damage (such as mosaic, flower screen, Carton, etc.) poses a great challenge to the OTV video service quality assurance of China Mobile Operations and Maintenance Department. The company will closely cooperate with the OTV system construction work of Shanghai Mobile Video Base and the provincial and municipal mobile companies to help China Mobile continuously improve and optimize the OTV video service quality through comprehensive OTT TV service quality (QoS) and user experience quality (QoE) testing methodology, testing tools and testing system.
About China Mobile OTV video services
In July 2012, China Mobile officially set up the OTV Internet TV project team, dedicated to research suitable for China Mobile Internet TV business, and the business product name is “OTV”, implied that Operational OTTbasedTV, can operate Internet TV. China Mobile defines this product as a product of Internet TV service. It is a TV video service product that can be operated by operators by adding manageable and controllable features at the telecommunication level to the existing Internet TV service.
The basic characteristics of OTV are: 1. providing quality of service for telecom-like IPTV; 2. low cost, fast and flexible deployment; 3. adapting to a variety of different quality access networks; 4. low terminal costs; 5. forming synergy with mobile services; 6. serving as a basic platform for value-added services; 7. supporting new features of the Internet, such as search, social networking, etc.
It is reported that in the OTV Internet TV project partner selection, China Mobile’s attitude is very open, seven Internet TV integrated business license operators can cooperate with China Mobile. In terms of OTV business pilot, the OTV project team initially established nine provinces in Fujian, Guangdong, Sichuan, Shanghai, Jiangxi, Hubei, Anhui, Zhejiang and Jiangsu as the first batch of pilot provinces in 2013.
